The Central Government has approved a new initiative aimed at improving rural development and strengthening Gram Panchayats across India. The Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY) has been approved as a Centrally Sponsored Scheme for the period 2026-27 to 2030-31.
The initiative focuses on improving village-level planning, strengthening local governance and helping Panchayats make better use of available government funds and development programmes.
Gram Panchayats to Get Stronger Development Planning Support
Under the new scheme, Gram Panchayats will play a central role in preparing comprehensive village development plans.
The initiative aims to bring together different government departments, available resources and local priorities on a common digital platform. This is expected to help village administrations identify development gaps and coordinate projects more effectively.
Digital Platform to Improve Transparency
The scheme will build on existing digital systems, including eGramSwaraj and other e-Panchayat platforms.
Information about government schemes, beneficiaries, available funds and community assets will be brought together to support better planning and monitoring.
The initiative also aims to strengthen online accounting, auditing and public disclosure to improve transparency in the use of public funds.
Training and Support for Local Representatives
Capacity-building programmes will help Panchayat representatives and officials improve their planning, financial management and digital skills.
The scheme will also use communication platforms, including PANCHAM, to explain government initiatives in simple language and encourage public participation in village development discussions.
Implementation Period and Main Objective
The scheme will operate from 2026-27 to 2030-31 through State Governments and Union Territory Administrations.
Its broader objective is to make Gram Panchayats more capable of planning and coordinating development activities according to local requirements. The initiative is expected to strengthen grassroots governance and support more organised rural development across the country.
