The Central Government has approved a new rural development initiative, the Pradhan Mantri Viksit Gram Swaraj Yojana (PM VGSY), to strengthen village-level governance and improve development planning across India. The scheme will operate from the financial year 2026–27 to 2030–31, with a total budget of ₹7,395.55 crore.
The initiative aims to empower Gram Panchayats by improving digital facilities, financial management, local planning and coordination between different government departments.
₹7,395.55 Crore Budget Approved
The approved funding will be shared between the Central and State Governments.
- Central Government contribution: ₹4,869.48 crore.
- State Government contribution: ₹2,526.07 crore.
- Total allocation: ₹7,395.55 crore.
The programme will cover all States and Union Territories and support more than 2.55 lakh Panchayats and traditional local bodies.
Around 32 Lakh Panchayat Representatives to Benefit
One of the major objectives is to strengthen the working capacity of approximately 32 lakh elected representatives, Panchayat officials and other stakeholders.
Training and digital assistance will help local representatives prepare development plans, manage available funds and communicate government initiatives to village residents.
Digital Platform to Improve Village Planning
The scheme will use existing digital systems, including eGramSwaraj and e-Panchayat platforms, to bring information about government schemes, beneficiaries, available resources and community assets together.
This will help Panchayats identify development gaps and prepare more comprehensive village development plans.
The government also plans to use PANCHAM, an AI-enabled communication platform available in 17 Indian languages, to improve public awareness.
Focus on Transparency and Financial Management
The programme will encourage online accounting, digital audits and public disclosure of Panchayat finances. It will also help local bodies improve their ability to generate their own revenue and utilise available government grants effectively.
The aim is to make village-level administration more transparent and accountable.
What the New Scheme Means for Rural India
PM Viksit Gram Swaraj Yojana is designed to strengthen the foundation of rural development by giving Panchayats better planning tools, training and digital support.
Unlike direct cash-transfer programmes, this initiative primarily focuses on improving village administration, development planning and the delivery of public services.
